Iran's Competition Council says vehicle production partnership contracts are lawful but lack the price protection of pre sales

Sepehr Dadjouy Tavakoli, spokesperson for Iran's Competition Council, said on Friday 31 July 2026 that vehicle "production partnership" contracts are legally permitted and that no change has been made to the rules governing domestic car sales. He said the Council has issued no new resolution on the matter and has only publicised the shift in the contract format used by carmakers.
The substance of that notice is the legal difference between the two sales formats. Under pre sale contracts, Competition Council resolution number 473 largely shielded buyers from price increases, whereas a production partnership contract carries no equivalent protection and makes the buyer a partner in the profit and loss of the production process. Carmakers have moved part of their sales into this format in recent months.
Dadjouy Tavakoli added that a rise in public complaints prompted the Council to step in, that the aim is not to void the contracts but to inform buyers before they sign, and that carmakers are now required to state the terms of these contracts transparently in the contract text.

The fleet renewal scheme is one of the routes for importing cars and replacing worn out vehicles, and its deadlines affect supply and price expectations in the car market.

Peugeot 207 prices fall in Iran's car market, with the hydraulic steering manual version down 9 million tomans

Iran's fleet renewal headquarters: choosing a scrappage centre in the online system is a condition for car allocation under replacement schemes
Iran's fleet renewal and end of life vehicle scrappage headquarters issued a notice on Saturday, 1 August 2026 (10 Mordad 1405), telling applicants under the replacement schemes who have received the text message instructing them to visit a scrappage centre to log in to the NNHK.ir portal as soon as possible and select their chosen centre. Final allocation of a car depends on the old vehicle being accepted at the selected centre and on legal conditions being met, including confirmation that the vehicle has not previously been used in another scheme. Under the notice, the owner's details must match those of the registrant exactly, and where there is any discrepancy a notarised power of attorney in the registrant's name must be presented when the vehicle is handed in. Applicants must carefully select their active replacement scheme in the "finalised requests" section of the system, since any error in choosing the scheme or the centre means losing the registration entitlement. The headquarters stressed that any delay in registration, centre selection or vehicle hand in will be treated as withdrawal, with no further recourse once the deadline passes. Iran Khodro opens an immediate sale of the manual Dena Plus at 2.04 billion tomans with 30 day delivery
Iran Khodro has issued a new circular setting out the terms of an immediate sale of the manual Dena Plus, fitted with the EF7P engine and a six speed manual gearbox, for Mordad 1405 (August 2026). The approved factory price at registration is 2,040,231,900 tomans and the car will be delivered in white only. Registration opened at 14:00 on Saturday, 10 Mordad 1405 (1 August 2026) through the authorised dealer network and runs until capacity is filled, with payment made solely through the company's online sales system. Under the circular, the car is delivered no later than 30 days after full payment and submission of documents, and if delivery is late Iran Khodro must pay compensation at an annual rate of 30 percent, equivalent to 2.5 percent a month. The terms set a minimum applicant age of 18, bar anyone who has bought a car from Iran Khodro or Saipa in the past 48 months, and prohibit transferring the purchase entitlement to another person. The offer runs without a lottery and with limited capacity.
