Permission for fuel transit from Iraq's Kurdistan Region to Afghanistan is extended to 14 October 2026

Ghasem Habibpour, secretary of Iran's Association of International Transport Companies, said in a letter to member and non member firms that permission for fuel transit from Iraq's Kurdistan Region to Afghanistan has been extended from 13 July to 14 October 2026 (22 Tir to 22 Mehr 1405). Mehr News Agency published the letter on Sunday, 2 August 2026.
According to the letter, the extension rests on letter number 11/26568 dated 29 July 2026 (7 Mordad 1405) from the director general of road maintenance and transport for Tehran province, and refers to letter number 61004/74/3 dated 27 July 2026 (5 Mordad 1405) from the acting head of the transit and international transport office at the Road Maintenance and Transportation Organization.
The extension is conditional on international transport companies seeking transit, including cargo owners, traders and merchants, obtaining confirmation and a fuel standards compliance certificate from the destination country, Afghanistan. The association has asked companies to secure those certificates from cargo owners before loading, in order to prevent Iranian fleet vehicles being stalled, halted or impounded for lack of a quality certificate at destination. Fuel transit across Iranian territory is one of the road transport sector's sources of foreign currency earnings.

Italy's Defence Ministry said on Sunday, 2 August 2026 (11 Mordad 1405), that the Italian led European Union naval mission boarded the tanker Toa Payoh, which is under EU sanctions, west of the island of Pantelleria near Sicily while it was sailing from Benin to Istanbul. Reuters reported the operation and Iranian business outlets relayed it. According to published reports, the vessel had presented itself last week as a Cameroon flagged tanker. An informed official said the EU naval mission does not have the authority to seize vessels during such inspections, meaning the Toa Payoh was not impounded. Documents gathered during the operation are still being reviewed, however, and may be passed to national authorities for further action if needed. The ship's captain initially did not cooperate with the EU team, which prompted a group of Italian military personnel to board. According to the Italian Defence Ministry, the inspection was supported by a Greek vessel and a Polish maritime patrol aircraft, lasted about two hours and ended without incident. Russia has not commented on the operation. It is the second EU action against Russian tankers in less than two weeks, after EU forces stopped and inspected another Russian tanker last month over the use of a false flag. The EU has sanctioned dozens of Russian vessels, saying they form part of a "shadow fleet" used to circumvent restrictions on Russian oil exports. Tighter inspections in the Mediterranean raise freight and insurance costs for sanctioned crude and, in turn, affect the discounts at which such cargoes sell.

Iraq condemns the drone attack on two vessels at Egypt's Damietta port
Iraq's Foreign Ministry said on Sunday, 2 August 2026 (11 Mordad 1405), that Foreign Minister Fuad Hussein condemned the drone strike on two vessels at Egypt's Damietta port during a phone call with his Egyptian counterpart, Badr Abdelatty. According to Egypt's cabinet, an unidentified drone caused fires aboard two gas vessels at the port on 29 July 2026 (7 Mordad 1405). After the Wall Street Journal reported, citing Egyptian officials, that Cairo held Iran responsible, Egypt rejected that report and stressed that any findings would be announced solely by the competent state authorities. Iran has denied involvement in the incident, and Iranian Foreign Minister Abbas Araghchi warned against Israeli plots and false flag operations aimed at undermining regional peace. Yemen's Ansar Allah movement also rejected reports linking it to the incident, saying its military operations target only Saudi Arabia. Damietta is one of Egypt's Mediterranean liquefied gas export terminals, and any disruption there affects shipping routes and marine insurance costs across the region.

Baghdad ties fuel distribution in the Kurdistan Region to the transfer of 50,000 barrels of crude
Ali Hama Saleh, secretary of Iraqi Kurdistan's Al-Mawqif (Position) Movement, said at a press conference on Sunday, 2 August 2026 (11 Mordad 1405), that Baghdad is prepared to extend its fuel distribution system to the Kurdistan Region, provided the Kurdistan Regional Government submits a formal request and transfers the 50,000 barrels of crude oil allocated for local consumption. He said the movement had discussed the issue with the federal Finance and Oil Ministries, which also offered to compensate refineries in the region for processing the crude. Hama Saleh attributed the persistence of the shortages to "the interests and profits of companies affiliated with political parties." Acting Minister of Natural Resources Kamal Mohammed had earlier estimated daily demand in the region at 126,700 to 140,000 barrels, against the roughly 50,000 barrels Baghdad currently supplies, and confirmed that the KRG will again request a larger allocation for local consumption. Fuel shortages over the past month have disrupted supplies across Iraqi Kurdistan despite the KRG's price controls. Subsidised regular gasoline sells at 750 Iraqi dinars ($0.57) per litre and commercial gasoline is capped at 850 dinars ($0.65), although many filling stations continue to receive limited deliveries. Before the July price cap, commercial gasoline sold for more than 1,300 dinars ($0.99) per litre in parts of the region. The Kurdistan Region's fuel market matters for Iran because cross border trade and transit of oil products run between the two sides.

The foreign ministers of Iraq and Iran discuss reopening the Strait of Hormuz
Iraq's Foreign Ministry said on Sunday, 2 August 2026 (11 Mordad 1405), that Foreign Minister Fuad Hussein welcomed renewed efforts to reopen the Strait of Hormuz through diplomacy during a phone call with his Iranian counterpart, Abbas Araghchi. The IRNA news agency also reported that the call took place. According to the Iraqi ministry's statement, Hussein said Baghdad is monitoring the situation closely and hopes agreements will be reached to restore navigation through the strait as soon as possible. The two sides discussed developments in Hormuz over the past two days and their impact on maritime security and regional stability. The same day, the US Central Command (CENTCOM) said that under its maritime blockade of Iran it had redirected 35 commercial vessels, disabled two ships and boarded two others. At the same time, Iran's Islamic Revolutionary Guard Corps said its navy had struck two oil tankers in the strait and forced four other vessels to turn back. The Strait of Hormuz is the main export route for Persian Gulf oil, and Iraq, which is Iran's largest non oil export market, loads most of its own crude exports at its southern terminals along that route.
