Cabinet decision on contract staff replaces intermediaries with direct salary payment but is not a change of employment status

Following the recent cabinet decision on reorganising the payment system for contract staff, Iran's Administrative and Recruitment Organization stressed that the decision does not amount to a change in these employees' employment status and only reforms the way salaries and benefits are paid. The clarification was published on Saturday 1 August 2026 (10 Mordad 1405).
Under the decision, the salaries and benefits of contract staff will be paid directly so that intermediaries are removed and financial transparency, protection of employees' rights and fairness in the payment system are improved. The government says reducing the role of intermediary companies means a larger share of the funds reaches the employees themselves.
The Administrative and Recruitment Organization gave legal obstacles as the first reason why a change of employment status is not possible, saying higher level laws do not permit the wholesale conversion of contract staff. It cited the note to Article 32, Article 17 and clause B of Article 13 of the Civil Service Management Law, and Article 104 of the Seventh Development Plan Law.

At the same meeting Gholamhossein Valadi, director general of Tehran Railways, reported 182 percent growth in rail transit at the Aprin dry port and an increase in its freight volume from 83,000 tonnes to 200,000 tonnes.

Power curbs on industrial estates cut from two days to one day a week, with full removal expected within three to four weeks
Mostafa Rajabi Mashhadi, deputy energy minister for electricity, said on Saturday, 1 August 2026 (10 Mordad 1405), that since the middle of last week power curbs on industrial estates have been reduced from two days to one day a week, and that the restriction barring steel plants (slab production) from operating on the night shift has been lifted. He said that with arrangements made for some industries such as cement and rolling mills to move to night working, power restrictions are expected to be removed entirely within the next three to four weeks. Rajabi Mashhadi added that private operators account for more than 60 percent of the country's electricity generation and for all maintenance work on transmission lines and substations, and that the "green and free power board" has created a market with firm demand for electricity from thermal and renewable plants. Summer power rationing weighs every year on output at energy-intensive industries including steel, cement and rolling, so easing it matters for the listed companies in those groups.

A commercial duty discount of up to 15 percent is now in force for goods entering the Imam Khomeini Airport City free zone
Mehdi Zoghi, manager of the Imam Khomeini Airport City free zone, said on Saturday 1 August 2026 that a commercial duty discount of up to 15 percent is now in force for commercial goods brought into the zone. He said the arrangement has been running since the start of the current Iranian year, in cooperation with the secretariat of the Supreme Council of Free Zones and the relevant ministry. He added that, following enquiries with the legal department of the Ministry of Economic Affairs and Finance, the discount also covers strategic goods including cars and mobile phones. Zoghi said the zone, as the only free zone serving the capital, has been able to cut the landed cost for traders and businesses compared with mainland customs offices by using the legal tools available to it, such as tax exemptions, warehousing discounts and the reduction in commercial duty.

Aref says the government is ready to hand part of its market authority to the trade guilds
Mohammad Reza Aref, Iran's First Vice President, told managers of the Tehran Chamber of Guilds that the government is ready to hand its market powers over to the trade unions and guilds, and that much of the work, including market supervision, should be done with the guilds themselves taking part. The remarks were published on Saturday 1 August 2026. He said that if the unions recover their proper standing they can play a more effective role in dealing with violations, in regulating the market and even in setting guild taxes, which would reduce the need for broad intervention by supervisory bodies. Aref said the government is ready to form joint working groups on the guilds' problems, including tax matters, and that tax should be levied in proportion to each business's production conditions and income while tax evasion is pursued. He described the government's strategy over the past two years as securing people's livelihoods, creating relative stability in the market and taming inflation, and said the same approach will continue over the next two years. He also called for firm action against overpricing, hoarding and short weighting, with the guilds alongside the government.
