Iran's Administrative Court Annuls Competition Council's Car Down-Payment Rule; Saipa and Iran Khodro Give Conflicting Codal Disclosures

Iran's Administrative Court of Justice annulled Competition Council Resolution 473, known in the auto industry as the "inflation-share rule," on Wednesday, August 19, 2026. The resolution had locked a car buyer's pre-sale down payment in as a fixed share of the price at registration. Saipa's August 22 Codal disclosure said the annulment is retroactive and its financial impact is still being calculated; Iran Khodro said the same day the ruling has no revenue effect on the company.
