Central Bank Bans Issuance of Bank-Certified Cheques From October 1

The Central Bank of Iran announced on Thursday, September 24, 2026 that the issuance of bank-certified ("ramzdar") cheques will be banned from Tuesday, September 29, 2026 (7 Mehr 1405), and that from that date banks may issue only guaranteed cheques to customers. According to IRNA, as republished by Donya-e-Eqtesad, the scheme aims to remove certified cheques from the banking system entirely and replace them with guaranteed cheques.
The second stage takes effect on Tuesday, December 22, 2026 (1 Dey 1405): from then, certified cheques can no longer be deposited through the Chakavak clearing system, and any outstanding certified cheque will be paid only when the beneficiary goes to the issuing branch and completes the relevant forms. Guaranteed cheques are registered in the Sayad (Pichak) system, and the central bank has told banks to inform customers that these cheques can be looked up and verified, and to prevent unjustified returns.
