Customs Exempts 81 Horticultural Product Lines From the Virtual-Water Export Levy

According to Mehr News Agency, Iran's Customs Administration issued a circular on Monday, 28 September 2026 (6 Mehr 1405) listing 81 tariff lines of horticultural products that are exempt from the export levy on virtual water.
Under the circular, these products are not classed as water-intensive for the purposes of clause (p) of Article 38 of the Seventh Five-Year Development Plan law, and so are not subject to the export levy set by that law. The decision lowers the cost of exporting these horticultural items.
