Iran aims to take the petrol quota transfer to bank cards nationwide by mid to late autumn

Hadi Mahzarnia, head of Iran's National Centre for Monitoring and Improving the Business Environment and the official running the scheme to move fuel quotas onto bank cards, told Radio Eqtesad that the aim is to roll the scheme out nationwide for passenger cars by the middle or end of this autumn. His remarks were published on Monday 3 August 2026 (12 Mordad 1405). He said the law requires full implementation by the end of the Iranian year.
The stated goals are greater transparency in fuel consumption, better management of demand and a reduction in the petrol imbalance. The scheme is being applied first to petrol vehicles, with diesel vehicles also planned, although he said the different ownership and operating structure of heavy vehicles makes that more complex, so it will follow once the petrol stage is settled.
He added that changing how people refuel must be done in stages so that the public is not faced with a behavioural shock, and that during the transition some current methods will run alongside the new mechanism. Infrastructure will also be provided for plate reader systems, mobile phones and applications to handle identification and payment at filling stations.
