Iran Sets 2026 Minimum Civil Servant Salary Floor at 27.7 Million Rials

Iran's Administrative and Employment Organization, in a notice reported Friday, August 14, 2026 (23 Mordad 1405) by Khabaronline citing Tasnim, announced the basis for calculating minimum salaries for employees covered by the country's Coordinated Pay System for the 1405 Iranian year (2026 to 2027). Under the notice, the combined total of an employee's "base salary" and "seniority increment" must not fall below 27,707,443 rials.
The notice's key change is removing the "job allowance" from the calculation of the 1405 salary floor, a component that had previously counted toward it. The shift could require pay adjustments for some employees who had previously reached the minimum only when the job allowance was included. The average pay rise for Iranian government employees this year had earlier been set at about 30 percent.
