Iran's customs administration has circulated to customs offices across the country an updated list of essential goods eligible for the "import without currency transfer" facility, covering 2,940 tariff codes, according to a circular published by Mehr News Agency on Wednesday, 29 July 2026 (7 Mordad 1405).
According to the text of the circular, the list is attached to letter no. 7959950 of 13 June 2026 (23 Khordad 1405) from the Export and Import Regulations Office, and rests on clause 51 of the "package for strengthening the national economy and civil defence under emergency conditions", the subject of letter no. 200/400000 of 2 March 2026 (11 Esfand 1404) from the country's National Security Council.
Under the import without currency transfer mechanism, the importer does not draw foreign currency from the official allocation system and must source it independently. The mechanism is one of the government's instruments for keeping essential goods flowing in at a time of constrained foreign currency resources.
