The UN Security Council failed on Thursday, September 17, 2026, in a session anticipated for weeks, to renew the mandate of the panel of experts monitoring Iran sanctions, after Russia and China, two permanent members, cast negative votes. The US sponsored draft resolution, which would have extended the mandate of the panel assisting the 1737 Iran Sanctions Committee (revived under Resolution 1929) ahead of its expiry on September 26, 2026, secured 11 votes in favor and 2 abstentions but was rejected due to the double veto by Moscow and Beijing.

According to Anadolu Agency, in the session held under France's rotating presidency, Russia argued that Resolution 2231 fully expired on October 18, 2025, and that the non proliferation agenda item should be removed from the council's list, a position China endorsed. France countered that Resolution 1929 was legally restored on September 27, 2025, through the snapback mechanism acknowledged by the UN Secretary General. The United States said it would proceed, despite the veto, with appointing a sanctions committee chair and updating designations, while the United Kingdom accused Moscow and Beijing of shielding Iran.
