North Villa or Tehran District 1 Apartment? A Real Estate Trader Compares the Two Investments

Comparing prices and investment logic across Iran's two hottest property markets: the Nowshahr-to-Royan coastline versus Tehran's District 1, with Mordad 1405 (July/August 2026) data and a real estate trader's analysis.

Two Hot Markets, Two Different Investment Logics

Two property markets have been drawing more investor attention than any other lately: the Nowshahr-to-Royan coastline in northern Iran, and Tehran's District 1, home to well-known neighborhoods such as Zaferanieh, Niavaran, Qeytarieh and Velenjak. Both markets have their committed backers, but the investment logic behind them is entirely different.

Prices: Tehran District 1 versus Nowshahr and Royan

Based on the latest real estate agency listings in Mordad 1405 (July/August 2026), the average price per square meter for an apartment in Tehran District 1 has reached about 2.13 billion rials (213 million tomans). In the district's more upscale neighborhoods, such as Zaferanieh and Niavaran, mid-size newly built units have been listed at up to 5.32 billion rials (532 million tomans) per square meter.

By contrast, forested and coastal development plots between Nowshahr and Royan start at around 80 million rials (8 million tomans) per square meter and can run several times higher depending on distance from the sea and title type. A mid-range villa with a full (shishdang) title in the same area typically sells for between 25 and 50 billion rials (2.5 to 5 billion tomans), roughly the price of a 10 to 20 square meter unit in District 1's luxury neighborhoods.

Two Investment Scenarios

The northern route appeals to investors with more limited capital who are seeking seasonal rental returns, especially over the summer. But that same market typically sees falling demand and slower liquidity in autumn and winter. An apartment in Tehran District 1, by contrast, has year-round buyers and tenants thanks to steady end-use demand and an active rental market, though the cost of entry is considerably higher.

Key Legal Points Before Buying in the North

Before any purchase in the Nowshahr-to-Royan area, buyers must check for a single-page (tak-barg) full title deed, residential (not agricultural) land use classification, compliance with legal setback limits from the sea and forest, and a valid construction permit from the municipality or district authority. Many property disputes in northern Iran trace back to skipping exactly these initial checks.

A Real Estate Trader's Takeaway

Rather than choosing decisively between the two paths, it makes more sense to split a property portfolio between the north and Tehran: part in northern land or a villa for long-term appreciation and seasonal income, and part in a Tehran District 1 property for liquidity and stability. The final choice depends on each investor's time horizon, liquidity needs and risk tolerance.
