Customs Clearance Ahead of FX Allocation Continues Until 6 November After Security Council Extension

According to Fars News Agency, reflected by Donya-e-Eqtesad on the afternoon of Thursday, 15 October 2026 (23 Mehr 1405), the Supreme National Security Council has told the country's customs offices that the resolutions of the Sanctions Counteraction Headquarters, which require renewal by the heads of the branches of government, have been extended. Under the extension, customs offices may clear permitted goods, including essential goods, ahead of completing the foreign-exchange allocation process until 6 November 2026 (15 Aban 1405). If conditions persist, the heads of the branches and the Supreme National Security Council will have to extend it once more.
Fars had earlier reported that the lapse of these resolutions halted the clearance of essential goods, leaving consignments including cooking oil, corn and barley stored at ports and customs offices. The Sanctions Counteraction Headquarters resolutions allow government bodies to take certain extra-legal steps under sanctions, one of which is clearing goods without foreign exchange being supplied by the Central Bank. For importers of essential goods, the extension keeps cargo moving out of customs until mid-Aban.
