Ukraine Resumes Strikes on Russian Refineries as Moscow Reports a Fire at the Ryazan Plant

Al Jazeera reported on Thursday, 15 October 2026 (23 Mehr 1405) that Russia's defence ministry said Ukraine attempted a large-scale attack on an oil refinery in Ryazan, about 180 kilometres south of Moscow, and that a fire broke out after drone debris fell onto the refinery site. Ukrainian President Volodymyr Zelenskyy had told the Financial Times earlier that Kyiv was "done" with the energy ceasefire that Donald Trump announced unilaterally over the weekend, and that strikes on Russian oil refineries would resume.

The United States had pressed Ukraine to halt strikes on Russian refineries, arguing that a suspension of attacks and a deal to buy 1.8 million tonnes of diesel from Russia would help bring down fuel prices. Trump has insisted the energy ceasefire holds, but it was not publicly confirmed and Moscow continued striking Ukrainian energy infrastructure. The International Energy Agency has said diesel market tightness is set to last into 2027, which is why attacks on refineries matter for fuel prices.
