IDRO: Fuel Quota for Old Cars Has Not Been Cut; Owners Who Register in the Scrappage System Get Five Years to Replace

Farshad Moghimi, deputy minister of industry and head of the Iran Industrial Development and Renovation Organization (IDRO), said on a television programme about the scrappage regulation for old vehicles, which the cabinet approved in Mordad this year, that the fuel quota for cars over 20 years old has not been cut. He said owners of such cars have five years to replace them and need only register in the "national scrappage system" to be exempt from traffic restrictions. The age that counts as worn out is set at 20 years for passenger cars, 12 years for inner-city taxis and 6 years for carburettor motorcycles (up to 12 years under certain conditions).

Moghimi said more than 150,000 vehicles have been replaced in the past three years, against a total of 30,000 scrapped in the 17 years before, and that the daily scrappage rate has risen from 350 to 1,400 vehicles. He put the share of the national vehicle fleet that is worn out at 35 percent. Owners are offered a loan of 400 million tomans with three-year repayment at 8 percent interest, and for each taxi renewal, counting loans of 1 to 1.2 billion tomans, six certificates worth 360 million tomans and a scrap value of 70 to 100 million tomans, up to 1.45 billion tomans of credit and financing is available.
