Iran's Competition Council says Resolution 473 covers only car pre-sale contracts, not production-participation contracts

The spokesman for Iran's Competition Council said on Monday, 27 July 2026 (5 Mordad 1405), stressing the difference between pre-sale contracts and production-participation contracts, that the council's Resolution 473 applies only to car pre-sale contracts and that production-participation contracts are not covered by it. The remarks were carried by Mehr News Agency.
The distinction between the two contract types matters in practice for car buyers, because it determines whether the final price of a delivered vehicle is calculated under the Competition Council's pricing rules or outside them. Under production-participation contracts, the price is typically announced as provisional and finalised at delivery.
Iran's car market has been subdued in recent days. On Monday, 5 Mordad, most Iran Khodro and Saipa models were either lower in price or broadly unchanged, while carmakers have been launching fresh sales rounds at provisional prices.
