Iran's National Competition Centre tells carmakers to state that resolution 473 does not cover production partnership contracts

Iran's National Competition Centre, in a letter to carmakers published by Mehr News Agency on Sunday 26 July 2026, stressed the need for transparency when vehicles are offered and contracts are signed with customers. The letter says the shift in practice from pre sale contracts to production partnership contracts has created ambiguity and led to dissatisfaction and misunderstanding among some buyers.
According to the letter, under Competition Council resolution No. 836 of 28 April 2026, resolution 473 applies only to the pre sale of domestically produced vehicles and does not cover the pre sale of assembled vehicles. Production partnership contracts also require a down payment and are similar in nature to pre sale contracts, yet they are not covered by resolution 473.
The National Competition Centre asked that, to prevent buyers being misled, the fact that resolution 473 does not apply to production partnership contracts be stated explicitly in sales announcements and in the text of the contracts.
