NIOPDC: 130 districts now equipped for instant fuel-card issuance, with a 24-hour delivery target

Abbas Basafa, head of the smart fuel system at the National Iranian Oil Products Distribution Company (NIOPDC), said on Saturday, July 25, 2026 (3 Mordad 1405), in remarks published by the Oil Ministry, that about 130 of the company's districts across the country have been equipped with instant smart fuel-card issuance machines. Under the announced plan, the number of covered districts will rise to about 170 by the end of Mordad (late August) and to 240 by the end of Shahrivar (late September).
He said two online routes are currently available: applicants first register a request on the fcs.niopds.ir portal, then choose either in-person collection at one of the NIOPDC districts or postal delivery. Postal delivery currently takes 10 to 15 days and requires no in-person visit.
Basafa added that infrastructure is being built in cooperation with the Post Company so that applicants can receive their fuel card within 24 hours without visiting an office. The announcement comes as Iran's new petrol quota structure took effect on 1 Mordad 1405 (23 July 2026).
