Non-Government Oil Industry Guarantee Fund With 20 Shareholders to Be Based in Kish

Khabar Online reported on Thursday, September 24, 2026, that approval in principle for a "Non-Government Oil Industry Guarantee Fund" was issued at the 25th session of Iran's National Financing Council, and that the fund will be based on Kish Island. Its 20 shareholders are five commercial banks, 10 Iranian exploration and production companies, the National Development Fund, the National Iranian Oil Company, the Iran Energy Exchange, the Oil Industry Research and Technology Fund and the Kish Free Zone Organization.

With priority for the upstream sector, the fund will issue the guarantees the oil and gas industry needs, including payment, tender, performance and advance-payment guarantees, to make collateral and financing easier for oil, gas and petrochemical projects. The fund's founding assembly was formed on February 18, 2026, and the approval in principle moves its licensing and registration into a new stage.
