India Raises Its Concerns Over the Russia and Iran Sanctions Act With Rubio

US Secretary of State Marco Rubio and Indian External Affairs Minister Subrahmanyam Jaishankar discussed on Wednesday, September 23, 2026 in New York the sanctions that could be imposed on countries with economic ties to Russia and Iran. The US State Department announced this in a statement, and Jaishankar wrote on X that he had again raised "India's interests and concerns" about the Russia and Iran sanctions law.
According to Reuters and IRNA, Trump last week signed the "Lindsey Graham Russia and Iran Sanctions Act of 2026", which requires him within 30 days to impose tariffs of up to 100 percent on imports from the five largest buyers of Russian crude oil or gas, or from countries helping Russia evade sanctions. India, which imports about 90 percent of its crude oil needs, is the second-largest buyer of Russian oil after China.
The law reaches Iran through the oil market: any new pressure on Asian buyers of Russian and Iranian oil affects demand and prices in the global crude market.
