Hassan Ghashghavi, spokesman for parliament's National Security and Foreign Policy Committee, said Tuesday, September 1, 2026, that the committee approved Article 7 of the "Strategic Action for Security and Sustainable Development in the Strait of Hormuz" bill. Under the article, any country, organization or entity that caused Iran damage during the war must agree on compensation terms with the government or be denied passage through the Strait of Hormuz. The committee also approved Note 2 of Article 5, requiring bank guarantees and insurance for transit through the strait, and Article 6, which sets a mechanism for service and insurance tariffs in the waterway. Ghashghavi said the measures still need approval from parliament's full floor and then the Guardian Council before becoming law.
