Central Bank: 73 Percent of Accounts Flagged by HESAM System Had No Transactions in Past Month

Hamidreza Azargon, head of the Central Bank's anti money laundering supervision office, said on Monday, October 5, 2026 (13 Mehr 1405) at the launch ceremony of the Surplus Bank Account Management System (HESAM) that a review over the past month found 73 percent of accounts subject to resolution under the system had no transactions in that period. According to Mehr News Agency, Masoud Pashamchi, the Central Bank's deputy for payment systems and new technologies, said at the same event that more than 650 million accounts belonging to individuals exist across Iran's banking network, and that HESAM lets people view and resolve surplus accounts without visiting a branch in person.

Azargon explained that the threshold of ten accounts is not a strict cap but a level that triggers further review; people with more than ten accounts can use HESAM to resolve their surplus accounts or submit documentation if they need to keep more. In its first phase, the system covers only savings, current and short term accounts of Iranian individuals over 18, with corporate and business accounts to be reviewed in later phases.
