Central Bank to Refer Forex Violating Importers to Iran's Tazirat Courts

Iran's Central Bank, in circular number 161371 dated September 22, 2026 (31 Shahrivar 1405), told the entire banking network that when importers of goods and services delay customs clearance or delivery of shipping documents and the exchange rate moves in that period, they are obligated to pay the exchange rate difference on their allocated currency, and refusal to pay is treated as a violation of currency rules. According to the circular, reported by Mehr News Agency on Sunday, October 4, Iran's Tazirat Organization, the body handling government economic violations, has been designated as the competent authority to adjudicate these cases. The Central Bank asked the banking network that, when such a violation occurs, banks file a complaint citing Article 2 bis of the Anti Smuggling of Goods and Currency Law and Unified Procedure Ruling No. 878, and refer the case to the Tazirat Organization for a ruling on payment of the exchange rate difference. The ruling is binding, under Article 471 of the Criminal Procedure Code, on all branches of the Supreme Court, courts and quasi judicial bodies.
