Iran's central bank orders banks to report lending violations to the General Inspection Organisation without delay

The Central Bank of Iran has issued circular number 108400, dated 1 August 2026 (10 Mordad 1405), requiring the banking network to report violations connected to the receipt and use of bank facilities to the relevant authorities without delay. The circular was communicated to banks by the central bank's deputy for legal and parliamentary affairs.
Under clauses 1-1 and 1-5 of paragraph B of article 5 of the law on promoting administrative integrity and countering corruption, the fraudulent submission of documents, financial statements and financial or tax declarations to official bodies, and the use of bank facilities and state privileges outside their authorised purpose, are among the violations that disqualify offenders from the privileges set out in paragraph A of the same article.
On that basis, the central bank and the banking network must refer cases of violation as quickly as possible to the secretariat of the panel established under article 6 of that law, which sits within the General Inspection Organisation. Cases involving larger facilities or carrying a final judicial ruling are to be given priority. The central bank noted that under article 13 of the same law, officials covered by it who fail to report economic corruption offences face the penalty set out in article 606 of the Islamic Penal Code.
