China National Offshore Oil Corporation (CNOOC), one of China's largest oil producers, announced on Thursday, August 6, 2026 (15 Mordad 1405), the start of operations of the world's first 16-megawatt tension-leg platform (TLP) floating wind power platform. The platform, named Haiyou Anlan, was connected to the Lufeng Oilfield grid via a 4.3-kilometer subsea cable. CNOOC said the structure was designed to withstand extreme typhoon conditions and was installed 136 kilometers (85 miles) offshore in the Pearl River Mouth Basin in the northern South China Sea. The company said the platform is expected to generate 54 million kilowatt-hours of electricity annually, saving 15,000 cubic meters of fuel oil and cutting carbon dioxide emissions by 35,000 tons a year. Chinese media described the approach, which combines wind power with storage and conventional fuel generation, as "oil and gas plus new energy."
