Deputy Labour Minister Sets Income Ceilings for the Kalabarg Top-Up; Appeals to Be Reviewed by 5 January
Sahmino Newsroom | 6 November 2026 | 22 hours ago
Yaghoub Andayesh, deputy minister of cooperatives, labour and social welfare, set out the income criteria for the kalabarg credit top-up in a television programme on Friday, November 6, 2026: households of one to three people must have income below 20 million tomans, a four-person household below 27 million tomans, with 7 million tomans added to the ceiling for each extra member. The reports do not state the period the income covers. Vulnerable groups already identified by the Relief Committee and the Welfare Organization, including low-income people with disabilities and female-headed households with no working member, are covered separately.
Andayesh said households whose credit was not loaded can check their balance with the USSD code *500*1463# and obtain a 12-digit code for the Hemayat portal, the only channel for filing a review request. He said each request takes at least a month and the aim is to review all of them by 15 Dey 1405 (January 5, 2027). Khabar Online, citing Shargh, also wrote that one million households are dropped in the first phase, even though the government spokesperson had earlier rejected reports of widespread exclusions.
