Iran's cash-subsidy bill for deciles four to nine reached 135,494 billion rials in Tir; the number of household heads rose by 16,727

According to a report by Eghtesad Online on Monday, 27 July 2026 (5 Mordad 1405), the government's bill for cash subsidies to income deciles four through nine reached 135,494 billion rials in the month of Tir 1405. That compares with 135,490 billion rials in Khordad, an increase of only about 4 billion rials, indicating stable funding for these deciles. Payments continue to be made through 28 participating banks.
The report's main finding is a shift in the composition of eligible households. The number of household heads in deciles four to nine rose from 15,639,132 in Khordad to 15,655,859 in Tir, an increase of 16,727, while the total number of covered individuals rose by just 383, from 45,175,061 to 45,175,444. The gap indicates that most of the change came from households splitting and forming independent households rather than from new people entering the scheme.
Household eligibility is updated monthly on the basis of the means test. Higher income, newly registered assets such as a vehicle or property, and unusual bank account turnover are among the factors that can change a household's decile. The tenth decile remains excluded from cash subsidies, and households in the eighth and ninth deciles face review more than others, although being placed in those deciles does not mean automatic removal. Appeals against decile assignment are filed through the Ministry of Cooperatives, Labour and Social Welfare's Hemayat portal.
