Iran's central bank has issued to the banking network a directive on the issuance of special investment foreign currency term deposit certificates, approved by its High Council. The directive was reported on Wednesday, 14 Mordad 1405 (5 August 2026), citing the Iran Currency and Gold Exchange Centre.
According to the central bank, the aim of the new instrument is to create the framework for mobilising individuals' foreign currency resources and deploying them in the foreign currency financing of specific fixed capital or working capital projects. The bank said its priorities in this area include developing foreign currency financing instruments, deepening foreign currency financial markets, channelling individuals' currency holdings toward productive economic activity, and reducing the unproductive holding of foreign currency outside the formal economy.
Under the directive, the Iran Currency and Gold Exchange Centre is responsible for receiving and sending correspondence, preparing related reports, submitting expert reports to the central bank, and monitoring the issuance process and the fulfilment of obligations. The published text did not specify the profit rate, the maturities, or any issuance ceiling for the certificates.
