Roads Minister's Orders Set the Merger of the National Land and Housing Organization and Urban Regeneration Company in Motion

Farzaneh Sadegh, Iran's Minister of Roads and Urban Development, on Sunday, 27 September 2026 (5 Mehr 1405) appointed Ali Nabian, head of the National Land and Housing Organization, as acting head of the Urban Regeneration Company of Iran while keeping his current post, to carry out the merger of the two bodies under a 20 December 2025 (29 Azar 1404) resolution of the High Administrative Council. Abdolreza Golpayegani was named the minister's special representative for urban regeneration to steer the process.

According to Mehr News Agency, the mandate includes speeding up the merger, redesigning the organisational structure, separating regulatory from executive roles, shrinking the organisation and removing duplicated functions, and the orders stress that urban infrastructure projects must continue without interruption.
