Iran's Administrative Justice Court has annulled, from its date of issue, a circular by the National Tax Administration that exempted certain parties from the tax on high-value homes and properties. According to Mehr News Agency on Monday, 6 Mehr 1405 (September 28, 2026), the tax administration had, through its interpretation of the rules, removed the entities covered by Article 2 of the Direct Taxation Act from the scope of the high-value property tax. The court ruled that the tax administration had no authority to create a tax exemption through administrative interpretation, since any exemption must rest on a provision of law. As a result, parties that the law makes liable for the tax on high-value homes and properties cannot be exempted on the strength of this circular alone. The annulment applies from the date the circular was issued.

Farzaneh Sadegh, Iran's Minister of Roads and Urban Development, on Sunday, 27 September 2026 (5 Mehr 1405) appointed Ali Nabian, head of the National Land and Housing Organization, as acting head of the Urban Regeneration Company of Iran while keeping his current post, to carry out the merger of the two bodies under a 20 December 2025 (29 Azar 1404) resolution of the High Administrative Council. Abdolreza Golpayegani was named the minister's special representative for urban regeneration to steer the process. According to Mehr News Agency, the mandate includes speeding up the merger, redesigning the organisational structure, separating regulatory from executive roles, shrinking the organisation and removing duplicated functions, and the orders stress that urban infrastructure projects must continue without interruption.

Ali Beitollahi, head of seismology and risk at the Road, Housing and Urban Development Research Center, told Mehr News Agency in an interview published on Friday, September 25, 2026 (3 Mehr 1405), that comparing the past two years with the two years before shows the subsidence zone in southwest Tehran has expanded by about 25 to 30 percent, and in Isfahan province by 20 percent. According to Mehr News Agency, citing the Ministry of Roads and Urban Development, more than 4.9 million rental and home sale contracts have been registered in the Khodnevis system to date, including about 4,400,000 rental contracts and about 525,000 purchase and sale contracts. The figures appear in the sixth quarterly report on implementation of the Housing Production Leap Law, published on Friday, September 25, 2026 (3 Mehr 1405), which also says 13,300,000 people have used the system and that on average 10,000 contracts a day are completed in it and issued a tracking code. Khodnevis was launched under Article 18 of the Housing Production Leap Law, and real estate agents, landlords, tenants, buyers and sellers are required to register their transactions and obtain a tracking code in it. Access to housing deposit loans has also been made conditional on holding a Khodnevis tracking code. In the same report, the ministry acknowledged that the system still needs completion, stabilisation and fixes to some operational and legal problems.

Mostafa Rajabi Mashhadi, Iran's deputy energy minister for power and energy, said on Thursday, September 24, 2026, according to Mehr News Agency, that in coordination with the Construction Engineering Organization, installing solar plants on buildings of four storeys or more will become a mandatory standard in the construction industry. For other buildings there is no legal requirement, he said, but incentive packages are being designed. The power industry spokesman reported strong public interest in rooftop solar and said dual inverters allow households to use the grid and, in emergencies, supply their own power. The ministry is also drafting legal solutions for shared rooftop space, including combining panels with "roof garden" designs. Under a decision by the Central Bank of Iran's Supreme Council in Mordad (August 2026), the loan ceiling for couples buying a home in Tehran was raised from 1 billion to 2 billion tomans, and the Jaaleh loan ceiling from 280 million to 400 million tomans; but according to Ecoiran, the market's initial reaction was a brief decline, with a clear rally in the certificate's price only beginning in the second week of Shahrivar. Earlier, Donya-e-Eqtesad and Khabaronline reported on Tuesday, September 10 (19 Shahrivar), that Tase 1405 traded at 97,921 tomans per certificate, up nearly 12 percent from the start of Shahrivar, a figure consistent with today's continued uptrend. To obtain the 2 billion toman loan for a Tehran couple, a buyer now needs 4,000 certificates, costing about 400 million tomans at current prices, an increase that Ecoiran said has offset part of the effect of the higher nominal loan ceiling on households' real purchasing power.

Hassan Babaei, head of Iran's State Organization for Registration of Deeds and Properties, told a judicial council meeting in Golestan province that title deeds for government agencies will be issued entirely electronically starting in early Aban 1405 (late October 2026), after which no physical deed will be delivered to state bodies. One tenant on Tehran's Piroozi Street, who signed last year at a 150 million toman deposit and 12 million tomans in monthly rent, said his landlord is now demanding either an extra 1 billion toman deposit or 30 million tomans a month to renew, a figure he said far exceeds the area's actual market rate, estimated by local real estate agents at about 700 million tomans for a full deposit or up to 17 million tomans in rent. According to the latest data from Iran's Statistical Center, the annual inflation rate for residential unit maintenance and repair services reached 65.9 percent in the month ending August 22 (Mordad 1405), a figure showing that cost pressure on tenant households is not limited to rent and deposits alone.

According to a report by the Ministry of Roads and Urban Development and Iran's Statistical Center, published by IRNA and carried by Donya-e-Eqtesad on Saturday, 7 Shahrivar 1405 (August 29, 2026), annual inflation in Iran's housing rent index reached 32.3 percent in Mordad (the month ending August 22, 2026), the lowest annual rate for this market since Azar 1401 (November/December 2022). Point to point rent inflation for the month was reported at 31.8 percent, while the country's overall point to point inflation for the same month was 89 percent, about three times the rent figure. Annual overall inflation was reported at around 70 percent, more than double Mordad's annual rent inflation. A total of 345 urban and 1,950 rural housing units under Iran's National Housing scheme were delivered in Hamedan province, Khabar Online reported. Speaking at the inauguration ceremony in Nahavand, Roads and Urban Development Minister Farzaneh Sadegh Malvajerd said about 100,000 National Housing units have been opened in Hamedan to date, with 80,000 of them delivered over the past two years. She said 850,000 people have registered for the scheme in Hamedan, of whom 350,000 belong to the lowest four income deciles, and that the government remains committed to housing them. The minister cited income tier based loans, land swaps with contractors, and Housing Foundation loans for low income applicants as support measures. Construction has begun on a 10,000 unit residential town called Gohar Baran in Mazandaran province, Khabar Online reported. Hojjatoleslam Majid Ansari, the president's deputy for legal affairs, said at the groundbreaking ceremony that housing supply is one of the government's top priorities and is emphasized in the country's Seventh Development Plan. Tehran province's Roads and Urban Development department has raised the advance payment ceiling for National Housing scheme applicants twice within less than three months, according to Khabar Online citing Tasnim. Habibollah Taherkhani, deputy for housing and construction at Iran's Ministry of Roads and Urban Development, said on Sunday, Shahrivar 1, 1405 (August 23, 2026), on the sidelines of the 20th monitoring session for supportive housing plans, that the Audit Court has confirmed the continuation of a 30 trillion toman allocation approved under the 1404 budget law for completing Mehr housing projects this year. According to Eghtesadonline, he said reports citing a 20 trillion toman figure were inaccurate, and that the approved amount is 30 trillion tomans. Iran's Central Bank significantly raised the ceilings on home purchase, construction, jealeh (repair) and deposit (rental) loans under a resolution reported Thursday, August 20, 2026 (29 Mordad 1405), by Ecoiran, citing Jamaran. Under the resolution, in Tehran the ceiling for home purchase and construction loans rose to 1 billion tomans for an individual applicant and 2 billion tomans for a couple. In provincial capitals and cities with a population above 200,000, the ceiling rose to 800 million tomans for individuals and 1.6 billion tomans for couples; in other areas of the country, it was set at 600 million tomans for individuals and 1.2 billion tomans for couples.\n\nThe ceiling for jealeh (repair) loans funded through priority certificate bonds rose from 280 million to 400 million tomans. The ceiling for housing deposit (rental) loans rose in Tehran from 300 million to 400 million tomans, in provincial capitals and cities above 200,000 population from 225 million to 300 million tomans, and in other areas from 150 million to 200 million tomans. Per Ecoiran, the increase comes as years of rising home prices and rents have eroded household purchasing power.

Iran's central bank High Council approved raising the ceiling on loans funded through pre-emption right certificates (called Tase) for home construction and purchase, housing deposits, and renovation loans, according to Donya-e-Eqtesad, published Wednesday, August 19, 2026 (28 Mordad 1405). The home purchase and construction loan ceiling in Tehran doubled to 2 billion tomans for couples and 1 billion tomans for individual applicants; in provincial capitals and cities with over 200,000 residents the ceiling rose to 1.6 billion and 800 million tomans, and elsewhere to 1.2 billion and 600 million tomans. The renovation loan ceiling rose from 280 million to 400 million tomans, and the Tehran housing deposit loan ceiling rose from 300 million to 400 million tomans. Housing market analysts cited in the report said that with average prices in Tehran running around 200 million tomans per square meter, the new ceiling covers only about 10 square meters of housing, and without a cut in the roughly 22.5 percent loan interest rate and control of construction material inflation, it will do little to improve real buyers' purchasing power.

The head of Iran's Civil Servants Pension Fund said on Wednesday, August 19, 2026 (28 Mordad 1405), citing unofficial figures, that roughly 40 percent of the fund's retirees rent their homes and own no property. According to Donya-e-Eqtesad, he said the fund is studying a plan to build and offer affordable housing with priority given to retirees, aiming to ease some of the rent burden on this group. Further details on timing and financing have not yet been announced.

According to Iran's Central Bank, carried by Donya-e-Eqtesad on Tuesday, 18 August 2026 (27 Mordad 1405) at 19:09 Tehran time, the Central Bank's High Council approved raising the ceilings on loans funded by priority certificate bonds for building and buying housing units, rental deposits, and repair (jaaleh) loans. Under the resolution, the ceiling for housing repair loans rises from 280 million to 400 million tomans. The ceiling for housing deposit loans also rises: in Tehran from 300 million to 400 million tomans, in provincial capitals and cities with a population above 200,000 from 225 million to 300 million tomans, and in other areas from 150 million to 200 million tomans. The Central Bank said the resolution aims to support housing loan applicants, strengthen supply and demand in the housing sector, boost purchasing power, and support tenants.

Navid Khasehbaf, CEO of Tehran Municipality's Organization for Investment and Public Participation, said at a press conference on Saturday, August 15, 2026 (24 Mordad 1405), that from 8 a.m. that day, 5,000 more "Khaneh Rooz" micro real estate investment units were offered on the Shahrzad platform; a similar batch of 5,000 units had been offered the previous week, bringing total sales so far to about 8,800 units. According to Khabaronline, citing ISNA, purchases are capped at 100 units per national ID to prevent speculation. Khasehbaf said the project is a nine story, 54 unit building with 6,480 square meters of net residential space in Tehran's District 5, for which a construction permit has been issued and which is now in the excavation and foundation phase, showing about 2 percent physical progress since the previous month. He said Khaneh Rooz is structured as a civil partnership between the builder and investors rather than a pre sale, and that Tehran Municipality guarantees its liquidity.

Ghazal Raheb, head of the Road, Housing and Urban Development Research Center, said in a televised interview reported by ISNA on Friday, August 14, 2026 (23 Mordad 1405), that official statistics show housing now accounts for more than 50 percent of Iranian household spending. She attributed the growing difficulty of accessing suitable housing mainly to rising inflation and cited sanctions, the war and mounting inflation as factors weighing on the housing market. Raheb said the research center, the Roads and Urban Development Ministry's research arm, has drafted new proposed packages to support low income households through rental housing, subsidized housing and landlord support programs. According to Khabar Online, reporting from Qazvin, Mojtaba Daei-Daei, director general of Roads and Urban Development for Qazvin province, said at a press meeting on Tuesday, August 11, 2026 (20 Mordad 1405) that National Housing Movement projects in the province are about 82 percent physically complete, with plans to deliver 4,000 units by the end of the current Iranian year; he added the figure could rise if the necessary infrastructure is ready in time. He stressed the goal is not simply to raise the number of units handed over, but to ensure units have utility connections, paved access roads and other infrastructure needed for genuine occupancy. He put the construction cost per square meter for National Housing Movement units in Qazvin province last year at about 10.5 million tomans, which he said was below the national average, and cited the scheme's loan ceiling at 850 million tomans. Daei-Daei also said that, under Iran's family support and youth population law, land has so far been allocated to more than 4,700 qualified applicants with three or four children in the province, while about 3,300 more applicants remain on a waiting list.

Reza Farhadzadeh, director general of the Housing Planning and Monitoring Office at Iran's Ministry of Roads and Urban Development, said on Monday, 19 Mordad 1405 (10 August 2026), that registration for the "Ashian" rental housing plan is likely to open in Tehran alongside Government Week, which begins on 24 Mordad (15 August 2026). He said registration for the broader rental housing scheme has already taken place in 15 Iranian cities, and that the Ashian plan will supply about 2,500 residential units for the metropolitan areas of Tehran and Mashhad. Using the 235 million toman midpoint, a 50 square meter unit costs about 11.75 billion tomans and an 80 square meter unit about 18.8 billion tomans, with some upscale districts reporting prices up to 1 billion tomans per square meter. The report says Iran's annual housing need is about 1 million units against annual production of roughly 300,000 units, leaving an annual gap of about 700,000 units that would exceed 2 million units if it persists for three years. About 95 percent of housing production is handled by the private sector, of which small builders account for 80 to 85 percent. Housing economist Iman Rafiei told Borna the market's core problem is not a lack of demand but a lack of effective demand, households with the financial means to buy.

According to the Housing Market Observatory channel, reflected in the Donya-e-Eqtesad newspaper and published Saturday, August 8, 2026 (17 Mordad 1405), the average dollar price per square meter of apartments sold in Tehran during Tir (June 22 to July 22, 2026), based on final transaction prices and that month's dollar rate, was $989, below the indicator's "normal" level of $1,070. According to the report, the same gauge stood at $1,111 in Ordibehesht (April to May) and $1,283 in Khordad (May to June) this year. The report attributed Tir's decline to the return of war tensions from the middle of the month and their inflationary effect on the dollar market, which it said also shaped housing traders' behavior. For comparison, the indicator averaged $998 across the Iranian year 1404 (roughly the year to March 2026) and $1,264 across 1403. The report adds that, based on sellers' asking prices rather than closed deals, the Tir figure was $1,095 per square meter, with an early Mordad estimate of about $1,103.

According to a report by Khabar Online published Saturday, August 8, 2026 (17 Mordad 1405), Tehran's rental housing market has seen rents rise 70 to 100 percent and deposits climb to several billion tomans this moving season, despite government support measures such as a rent increase cap, automatic lease renewals and housing deposit loans, a trend the report said has left many tenants unable to pursue their rights. A fresh review by parliament's Research Center of Article 7 of the 2024 (1403) Law on Organizing the Land, Housing and Rent Market found the law suffers from fundamental design flaws: the rent cap only applies once annual inflation exceeds 30 percent and requires the Supreme Housing Council to find a "binding expediency," a standard the center said is neither clear nor measurable. The Research Center also said the law does not require landlords to renew leases, effectively neutralizing the cap since a unit can simply be re-let at market price, that enforcement depends on individual tenant complaints, and that it covers only 98 cities, leaving 835 other cities without protection. For the Iranian year 1405, automatic lease renewal with a 25 percent increase cap remains in force under the Ministry of Roads and Urban Development's policy.

According to the latest report from Iran's Statistical Center, the number of building permits issued in winter 1404 (December 2025 to March 2026) fell 37.4 percent compared with winter 1403, dropping from more than 40,000 to about 25,000. Ecoiran reported that the number of residential units projected under these permits saw the sharpest decline among key indicators, down 43.5 percent, while total permitted floor area fell 36.6 percent. Since permit issuance is the first step of construction projects and a leading indicator of housing supply, the continuation of this trend could limit the entry of new units to the market in coming years. In Tehran, District 15 recorded the highest number of permits, while District 21 registered the most projected residential units due to large, high rise projects. A review of seasonal trends since 1400 (2021) shows that winter 1404, unlike the usual peak permit season, did not repeat the pattern of previous years.

According to Donya-e-Eqtesad, citing ISNA, Tehran's housing market remained in a transaction slump in Mordad 1405 (July-August 2026), with weak household purchasing power and uncertainty over future prices. Monthly property deals in Tehran have fallen below 3,000, the report said, even as some owners' asking prices have roughly doubled compared with the period before the 40-day war ended in late Farvardin 1405 (April 2026). Mostafa Goudarzi, head of the Tehran Real Estate Consultants Union, told ISNA that most current demand is from end-users seeking smaller, affordable units, while investment-driven buying has declined amid an unclear return outlook. He said higher asking prices do not necessarily translate into higher closing prices, and some sellers have offered discounts to raise cash. Hassan Mohtasham, a housing market analyst, said a durable recovery is unlikely until general inflation, construction costs and land prices are brought under control. The report noted the cap on rent increases in Tehran for the 1405 calendar year has been set at 27%.

The head of Iran's National Housing Fund said on Monday, August 3, 2026, that 10 trillion rials of the fund's resources have been paid to Bank Maskan so that, with a 50 percent contribution from the bank, a total of 20 trillion rials in interest-free temporary housing deposit loans can be paid to applicants identified by the Housing Foundation and referred to the banking network. Khosro Mokhtari said 3,125 applications have been referred to Bank Maskan so far, of which 1,671 billion tomans has been paid from the resources of the National Housing Fund and Bank Maskan, with the remainder being processed. Loan ceilings are set according to a population model: 3 billion rials in rural areas, 4 billion rials in towns with fewer than 25,000 residents, 6 billion rials in towns above 25,000 residents, and up to 7 billion rials in provincial capitals, excluding metropolitan areas of more than one million people, where municipalities are responsible for temporary housing.

The paper attributes the recent decline mainly to last year's increase in the loan ceiling, which had lifted bond prices to 136,000 tomans in Dey and Bahman, together with a deepening slump in home purchases and the eroding purchasing power of the loan.

A statistical report by the urban planning and architecture deputy of Tehran municipality on damage from air strikes on civilian areas of the capital was presented at a session titled "Unfinished Narratives of the City" at the University of Tehran's faculty of urban planning. Hossein Nouhi, a court certified expert and head of permit issuance for Tehran municipality's District 5, cited the report as saying the city was hit 650 times during the 40 day war, with some locations struck more than five times by missiles, bombs and drones. According to the same report, District 4 recorded the most strikes at 90, followed by District 21 with 62, District 1 with 57 and District 22 with 55, while District 17 recorded the fewest at three. The municipality report says more than 50,000 residential units in Tehran sustained damage in the 40 day war, ranging from minor to total. About 40,000 units needed minor repairs such as broken glass and windows, roughly 8,900 suffered damage to architectural elements with the structure intact, 415 required reinforcement or renewal, and more than 2,000 were completely destroyed. By comparison, in the 12 day war 27 provinces were struck 359 times and Tehran, hit 108 times, had 8,520 damaged residential units. In the 40 day war 29 provinces were targeted, and according to the Interior Ministry the provinces of Tehran, Isfahan, Hormozgan, Khuzestan, Bushehr, Kermanshah and East Azerbaijan were the worst affected. The head of the Red Crescent Society has put the nationwide total of damaged residential and commercial units at 149,528, comprising more than 123,000 homes, 24,000 commercial units and 350 health and treatment centres. Nouhi also referred to an estimate of $280 billion in national damage from the 40 day war and said Tehran municipality has made shelter construction a requirement in new building permits. The scale of residential and commercial reconstruction feeds into domestic markets through demand for building materials and the capital's housing market.

Shahram Maleki, deputy roads and urban development minister and managing director of the New Towns Development Company, said on Sunday 2 August 2026 that six new cities will be built on Iran's northern and southern borders, in the provinces of Golestan and Hormozgan. He said the cities are designed to house about one million people across more than 38,000 hectares of land. Maleki said some of the cities are at the design stage while others have reached construction. He described the main approach as aligning with national land use planning and focusing on the southern coastal areas and border regions, adding that the ministry is pursuing the new residential capacity in partnership with the private sector. Seyed Mohammad Hadi Sobhanian, head of Iran's National Tax Administration, has issued a circular to tax offices extending the deadline for filing rental property income tax returns under Article 57 of the Direct Taxes Act. The announcement was reported on Sunday 2 August 2026. Under the circular, affected owners may submit their tax returns for rental property income earned in the 1404 Iranian year up to the end of Shahrivar 1405, which falls in late September 2026. Article 57 of the Direct Taxes Act exempts people whose only source of income is property rent from rental income tax up to the salary tax exemption ceiling. He proposed either halting the scheme or raising the loan to 1.5 billion tomans, with banks not requiring applicants to fund their full share. The 850 million toman ceiling was approved by the High Council of the Central Bank of Iran at its 71st meeting.

Iran's Construction Engineering Organisation said on Saturday, 1 August 2026 (10 Mordad 1405), that the validity of all work permits held by individuals and companies under article 4 of the Engineering and Construction Control Law has been automatically extended to 22 September 2026 (31 Shahrivar 1405). The average price of a housing loan priority bond, known as "tase", has fallen to about 78,000 tomans on the Iran Fara Bourse. According to a Mehr News Agency report on Saturday 1 August 2026 (10 Mordad 1405), that is down about 22 percent from Farvardin this year and about 43.5 percent from Esfand 1404. A single bond traded at about 112,000 tomans in Esfand 1404 and about 95,000 tomans in Farvardin 1405. The drop directly lowers the cost of reaching a housing loan. Donya-e-Eqtesad reports that the loan itself covers the cost of less than 30 square meters of construction. The rationing leaves out a wide range of housing suppliers: builders investing in worn urban districts, private firms ready to produce rental housing, and other private developers who urgently need bank credit to pre purchase materials in the face of construction cost inflation. The National Housing scheme began in 1400 with a pledge to build 4 million owner occupied units on 99 year land within four years. Since then only about 600,000 units have been under construction by state contracted builders. More than five years on, only about 30 percent of the units being built have passed the 65 percent completion mark, and roughly 30 percent of projects remain below 20 percent progress.

A field survey of the Karaj home-purchase market by Eghtesad Online's construction desk, published in the early hours of Friday, 31 July 2026 (9 Mordad 1405), recorded four asking prices across districts of the city. According to the survey, a 150 square metre three-bedroom flat built in 1404 is offered in Azimieh at 44.5 billion tomans. In Jahanshahr a 135 square metre three-bedroom unit built in 1397 is priced at 27 billion tomans; in Gowharadasht a newly built 100 square metre two-bedroom unit from 1405 at 18 billion tomans; and in Fardis a 110 square metre two-bedroom unit built in 1398 at 11.3 billion tomans. A simple calculation on these figures gives a range of roughly 103 million to nearly 297 million tomans per square metre between Fardis and Azimieh. The report describes a market split in two: northern districts such as Azimieh and Jahanshahr have separated from the wider market because good land is in short supply, while outlying areas and satellite towns such as Hashtgerd and Mohammadshahr act as a relief valve for buyers on limited budgets. The figures above are sellers' asking prices from a field survey, not registered transaction prices.

The latest field survey of Tehran's residential rental market, published on Thursday, 30 July 2026 (8 Mordad 1405), sets out listed asking rates in the Chitgar district of western Tehran. Under the survey, a 118 square metre two bedroom unit built in 1404 is listed with a deposit of 12 billion rials (1.2 billion tomans) and monthly rent of 360 million rials (36 million tomans). A 125 square metre three bedroom unit built in 1395 is offered with a deposit of 10 billion rials and monthly rent of 400 million rials, while a 110 square metre two bedroom unit built in 1401 is available on a full deposit basis at 26.5 billion rials. In other words, the newer, smaller unit on a full deposit arrangement requires a deposit more than twice that of the larger, older one. The report notes that the weight of the deposit in the terms landlords propose in this district has risen sharply, and that the price gap between newly built units with full facilities and older apartments has widened. Rising building maintenance and service charges in the district's towers have added further to the total cost of living there. Rents are one of the heaviest items in the household basket and a significant component of the housing inflation index.

The High Council of the Central Bank of Iran, at its 71st meeting, decided to raise the individual loan ceiling for National Housing Movement support projects, covered by Article 4 of the Housing Production Leap Law, from 6.5 billion rials to 8.5 billion rials (850 million tomans). The increase applies only to construction of support housing projects whose land is supplied by the Ministry of Roads and Urban Development and offered to applicants. The council also decided to extend the higher individual ceiling to support housing projects that are more than 65 percent physically complete. According to the Statistical Center of Iran's consumer price index report for Tir 1405 (22 June to 22 July 2026), monthly inflation in the housing rent index eased to 2.3% and annual rent inflation fell to 32.5%, the lowest annual reading for the rent index in 44 months, that is since Azar 1401. Point-to-point rent inflation was reported at 31.7%, holding within the 31% band. The head of the Islamic Revolution Housing Foundation announced the launch of the «Khaneh Omid» (House of Hope) scheme at a conference in Ardabil on Wednesday, 29 July 2026 (7 Mordad 1405), saying 220,000 residential units are planned under the scheme for the current Iranian year. According to Manouchehr Khajehdalouei, close to four million households in income deciles one to four have no housing, of which about 2.9 million live in cities. Bank Maskan said it paid out a total of 45,228 billion rials in housing construction loans to developers during the first three months of the Iranian year 1405. The lending was allocated to the construction of 4,403 residential units. On those figures, the average loan per residential unit was about 10.27 billion rials, or close to 1.027 billion tomans. Under the decision, the higher ceiling applies only to supportive housing projects whose land was supplied by the Ministry of Roads and Urban Development and transferred to applicants. The increase was also extended to National Housing Movement projects that have passed 65 percent physical completion. The 24th session of the Supreme Housing Council, chaired by the first vice president on 5 Khordad 1405 (26 May 2026), had earlier approved the increase. The stated reason for the revision is the rise in construction costs driven by higher prices for building materials, labour wages and transport.

Centralising ownership claims in a single official system is generally intended to reduce conflicting cases, prevent duplicate title documents and make the legal status of properties more transparent. The S&P Cotality Case-Shiller US National Home Price NSA Index posted a 1.1 percent annual gain for May 2026, up from a 0.9 percent rise the previous month. The head of parliament's Article 90 Committee said on Tuesday, 28 July 2026, that managing land prices is parliament's strategy for containing the housing crisis. According to him, the committee will actively work to remove barriers to production and identify bottlenecks, applying its capacity to accelerate construction, control the market and ease citizens' access to housing. Iran's housing market has faced a sharp rise in construction costs in recent months. At the same time, eviction orders against tenants have been banned through the end of the Iranian year in March 2027, and the 25% cap on rent increases is being monitored through the Khodnevis platform.

Habibollah Taherkhani, deputy minister of roads and urban development, said on Tuesday, 6 Mordad 1405 (28 July 2026), at a ceremony marking National Skills Week that over the past year, following earlier memorandums of understanding, land required for the construction of 94,000 housing units had been made available to industries. He said there is now readiness to create new capacity for up to 200,000 units to support the country's industries in providing worker housing. Azam Ghavidel, spokeswoman for Iran's Deeds and Property Registration Organization, said on Monday, 27 July 2026 (5 Mordad 1405), that yellow cadastral single-page title deeds do not need to be replaced or converted into green ones. The clarification answered a question about confusion in the property market in recent weeks. She said that at present only green title deeds fall under the Law on Mandatory Official Registration of Immovable Property Transactions as regards how sales are conducted. Deeds issued after that law took effect on 24 June 2024 (3 Tir 1403) are issued in green, and each time a property changes hands a new single-page deed is issued in the buyer's name in green. Ghavidel said that for properties held under a green deed, drawing up a sale agreement, a preliminary contract, a settlement deed or any informal document is prohibited, with the exception of informal lease contracts of less than two years. She added that yellow deeds will soon fall under the same law as regards how transactions are conducted, without any requirement to replace the deed itself.

A Mehr News Agency report published on Monday, 27 July 2026 (5 Mordad 1405), says Russia's technical, engineering and construction services market has become one of the most attractive destinations for non-Western contractors following the broad withdrawal of Western firms. Ali Naghavi, head of the technical, engineering and construction services commission at the Iran Chamber of Commerce, said Iran has in many areas failed to use market studies in a way that lets the private sector expand its activity in target markets. The report identifies import-substitution policy, the wide role of state companies, a complex tendering system, inflation above 10 percent, and difficulties with project financing and bank guarantees as the main barriers for Iranian firms.

The head of the Roads and Urban Development Department for Tehran province said on Monday, 5 Mordad 1405 (27 July 2026), that 1,540 rental housing units will be completed and handed over to eligible applicants in the cities of Tehran, Parand, Qarchak and Andisheh by the end of the Iranian year 1405. Farshid Pourhajat, secretary of Iran's National Association of Mass Builders, said in an interview with Mehr News Agency published on Sunday, 26 July 2026, that the average cost of constructing a five storey building nationwide has reached 60 million tomans per square meter. He said the figure represents an increase of roughly 70 percent compared with last year, driven mainly by higher building material prices. Bank Maskan said on Sunday 26 July 2026 that it had paid 2,855 interest-free housing deposit loans to owners and residents of homes damaged in the war. According to Mehr News Agency, the housing deposit loan is a facility paid to tenants and to those affected by damage, to cover part of a rental down payment. Iran's Minister of Agriculture Gholamreza Nouri said on Saturday, 25 July 2026, at a meeting of the strategic council overseeing the law requiring official registration of immovable property transactions, that the infrastructure needed to implement the law is in place. Sales of new single-family homes in the United States rose to a seasonally adjusted annual rate of 628,000 in June 2026, 1.6% above the May pace, according to data released on Friday, 24 July, by the U.S. Census Bureau. Even so, sales were down 5.6% from June a year earlier. The median price of a new home in June was $398,300, 2.7% lower than a year earlier, and the supply of homes for sale was estimated at 9.3 months. Tehran's housing market cooled further in July 2026. According to field reports, a number of owners who need liquidity have cut their asking prices by 10 to 15%, and some have retreated from prices set two months earlier.
