According to Oilprice.com, in a report published Thursday, 22 Mordad 1405 (August 13, 2026), Ukraine struck Gazprom's Neftekhim Salavat refinery, a 200,000 barrel per day facility in Russia's Bashkortostan region, again, sparking a fire. Regional governor Radiy Khabirov said falling drone debris ignited a fire in the plant's industrial area; the refinery had also been hit in July.
The same report said the 120,000 barrel per day Orsknefteorgsintez refinery in the Orenburg region has completely halted operations following separate strikes, according to regional governor Yevgeny Solntsev, who said repairs could take up to six months because sanctions have made replacement equipment difficult to obtain. Citing Bloomberg, the report said Russian refinery runs averaged about 3.6 million barrels a day in July, more than 30 percent below seasonal levels, while Russia's seaborne petroleum product exports fell 33 percent in July from June.
