US Treasury sanctions global support networks for Mahan Air and the IRGC, naming entities in China, Russia, India and Tehran

The US Treasury's Office of Foreign Assets Control (OFAC) added one individual and five entities to its Specially Designated Nationals (SDN) list on Thursday, 30 July 2026 (8 Mordad 1405), in an action published under the title "Treasury Cracks Down on Global Networks Enabling Iran's Mahan Air and IRGC".

The designated individual is Xin Tang, a Chinese national born on 16 December 1969. The newly listed entities are: Air Cargo Pro Limited, based in Moscow, Russia; Shanghai Elite International Travel Co Ltd (also known as Shanghai Mahan International Travel Service Company Ltd); Shanghai Wings International Logistics Co; Skiez Travels and Logistics Private Limited, with addresses in Srinagar and New Delhi, India; and Dadenegar Startup Studio, based in Tehran and registered under computer programming activities. OFAC listed all of the entities except Dadenegar as linked to Mahan Air or to Xin Tang.

The same action updated the listing details for Cagri Duransoy, a Turkish national, on the non-proliferation list. Sanctions on air transport networks reach Iran's import and logistics chain by narrowing access to ground handling, insurance, parts and cargo routes. This is the second Iran-related sanctions action on consecutive days.
