According to Nournews, as relayed by Donya-e-Eqtesad at 11:47pm Thursday, August 20, 2026 (29 Mordad 1405), Iran's Saipa auto group will open non-lottery registration for regular applicants from 10am Sunday, August 23 (1 Shahrivar 1405), drawing on leftover capacity from the youth-population quota (a state family-support program). The window is for applicants who failed to secure a car in Saipa's earlier sales rounds; registration runs through the saipa.iranecar.com portal.

Background

Under Iran's Family Support and Youth Population Law, automakers must set aside half their sales capacity for mothers with two or more children. Saipa is now releasing the portion of that quota left unused in prior rounds to regular applicants, continuing a pattern repeated several times this summer: Saipa opened Quick S registration on August 8 with a 497-million-toman down payment, then ran a special sale of the Citroen C3 and two Quick variants from August 16. This round differs in that, rather than a fixed allocation plan, it opens whatever capacity is left over from the youth-population quota itself, a mechanism similar to how Iran Khodro's own lottery leftovers get redistributed, except no lottery is involved here at all.

The numbers

Per the announcement, Saipa is offering four products at this stage: the Quick GX-L, Quick S, Aria and Pars Nova; prices are listed as non-final, with delivery windows spanning September 2026 to around October-November 2027 (1 Shahrivar 1405 to Aban 1406) (Nournews/Donya-e-Eqtesad, August 20, 2026).

The same week, Saipa's SIPA ticker (خساپا) on the Tehran Stock Exchange closed Wednesday, August 19, 2026 (28 Mordad 1405) up 2.45%, at a settlement price of 626 rials, its highest level in a year. The last traded price hit the day's ceiling band at 629 rials (up 2.95%), with a buy queue of nearly 196 million shares still waiting at that price (Sahmino data, August 19, 2026 board). It was the stock's seventh consecutive higher session.

Khesapa's one-month return stood at 32.35% and its one-year return at 63.45% as of August 21, 2026 (Sahmino data, computed August 21). The price now sits exactly at the top of its 52-week range (378 to 629 rials). The stock trades on Tehran's "second market" (junior board); its free float is 21% and average monthly volume is about 3.58 billion shares. In 66 of the past 171 trading sessions, the stock was fully halted (Sahmino data, August 21, 2026).

Drivers

The core driver of the news is the legal quota mechanism itself: by reserving half of automakers' sales capacity for eligible mothers, part of the demand from regular applicants goes unmet until unused capacity is freed up; Saipa is now releasing exactly that capacity for four of its products. Khodrobank.com also published the same plan's details under the headline "Terms of Saipa's Participatory-Production Sale Without Lottery, for Regular Applicants."

The concurrent stock rally deserves caution: Saipa's audited financial statements for the fiscal year ended March 20, 2026 (29 Esfand 1404) show a net loss of nearly 25 trillion tomans against revenue of about 86.8 trillion tomans; its P/E ratio remains negative (around -4.1). In other words, Sahmino's data records only the coincidence in timing between the non-lottery sale opening and the stock's rally, not a causal link between the two.

Outlook

Prices announced at this stage are explicitly "non-final," and the confirmed figures are expected only closer to the registration date via Saipa's official circular; the precedent of the August Quick S round shows the gap between announcement and final pricing typically runs a few days. On the exchange side, given the stock's frequent trading halts, the buy queue's persistence is not guaranteed and will depend on how the market opens on Saturday, August 22 (1 Shahrivar eve).

Bottom line

From Sunday, August 23, Saipa is opening leftover youth-population-quota capacity across four products (Quick GX-L, Quick S, Aria and Pars Nova) to regular applicants without a lottery; notably, the move coincides with SIPA's seventh consecutive up session and a fresh one-year high, even though the company's latest financial statement still shows a loss. The takeaway: until final pricing is announced, this is a capacity opening, not a guaranteed purchase or a guaranteed continuation of the stock's rally.

What to watch

Saipa's final-price circular expected around September 1; how many applicants register in this round; and the SIPA ticker's buy/sell queue behavior when the exchange reopens Saturday, August 22, 2026.
