Iran Customs has issued an implementing instruction for clearing imported cars owned by Iranians living abroad that lack a TSC value ID, Mehr News Agency reported the text on Wednesday, October 14, 2026 (22 Mehr 1405). Under it, until the vehicle valuation workgroup sets a value, an owner who asks for clearance before the workgroup rules must pledge to pay any import-duty difference after customs notifies them, if the declared value proves lower than the value the workgroup infers.

Plate numbering of a cleared car depends on the value being set and the difference collected, and until then customs will not issue an exit permit or confirm the exit trip. Moving the car from the customs yard to the owner's warehouse is done with notice to the Economic Security Police. The instruction follows a circular dated October 11, 2026 (19 Mehr 1405) and moves clearance from a full halt to a conditional route, while plate numbering still waits on valuation.
