Iran Customs issues new directive for clearing vehicles without a value identifier, valid for three months

The technical deputy of Iran Customs issued a circular to the country's executive customs offices on Monday, July 27, 2026, setting out a new method for valuing vehicles that lack a physical value identifier and how their customs formalities should be handled. The stated aim is to prevent imported vehicles and machinery from being held up and to speed up clearance.
Under the circular, the procedure covers not only passenger cars but also emergency and service vehicles such as ambulances, fire engines and lifting cranes, as well as electric and hybrid vehicles, motorcycles, bicycles and road building machinery that have no physical identifier in the customs value database.
Executive customs offices must review the documents, confirm that full technical specifications are recorded in the customs declaration, and then send the declaration number and case details to the Customs Valuation Office for a final value assessment. Clearance takes place after a commitment is obtained from the owner of the goods, with the importer accepting responsibility for any valuation dispute arising from the final review. According to Iran Customs, the circular is valid for three months from issuance and applies at all executive customs offices.
