Iran Customs allows conditional clearance of imported vehicles lacking a value identifier for three months

Iran's Customs Administration has issued a circular, published by Mehr News Agency on Monday, 27 July 2026 (5 Mordad 1405), setting out how the value of vehicles is to be determined and how customs formalities are to be accelerated. Under the circular, conditional clearance is permitted for imported vehicles that have no objective value identifier (TSC) in the customs value database.
The measure covers rescue and emergency vehicles such as ambulances, fire engines and crane lifts (described in the text of the circular as essential and necessary goods), electric and hybrid vehicles, motorcycles, bicycles, road construction machinery and other items falling under the vehicle law.
Executive customs offices are required, after carrying out checks and confirming that full technical specifications have been entered on the customs declaration, and after obtaining an undertaking from the owner accepting any difference arising from a possible value discrepancy after clearance, to send the file to the valuation office for final review. The directive is valid for three months from the date of issue. It comes at a time when vehicles held at the country's ports and customs terminals are a live issue in Iran's car market.
