Eviction orders against tenants banned until the end of the Iranian year 1405, with the 25 percent rent cap monitored through the Khodnevis system

Mohsen Razavi, deputy for housing and building at the East Azerbaijan directorate general of roads and urban development, told reporters on the morning of Monday, 27 July 2026 (5 Mordad 1405), that under existing decisions no eviction order can be issued against tenants until the end of the Iranian year 1405, and that the matter can be considered only in emergency circumstances and on presentation of legal documentation by the landlord. The interview was reported by Mehr News Agency and carried by Eghtesad Online.

He added that although authority to set the cap on rent increases had been delegated to the provinces, and the East Azerbaijan housing council had proposed a 30 percent increase, any rise above 25 percent in either the deposit or the monthly rent is prohibited under the circular of the Ministry of Roads and Urban Development and the decision of the heads of the three branches of government. He said compliance is monitored continuously through the Khodnevis contract registration system.

Razavi also said no new registration is being taken for the National Housing Movement, and that the ministry's focus has shifted to the Estijar (Ashian) rental scheme, under which completed homes are purchased and allocated to young couples in income deciles one to six. He said 211 units have been bought and uploaded to the system so far. He added that with 55 hectares of land secured, low income housing construction capacity in the province has risen from 1,800 units to 4,472 units, and that grants of up to 300 million tomans are available for clients of the Imam Khomeini Relief Foundation and the State Welfare Organisation.
