Hamas agrees to phased disarmament but ties it to Israeli withdrawal; 14-day deadline set for a weapons inventory

Hamas says it has agreed to a deal aimed at ending the Gaza war, including handing over its weapons in stages. The agreement was announced late on Thursday, 30 July 2026 (8 Mordad 1405), by Donald Trump, after the US-led Board of Peace and the International Stabilization Force for Gaza said mediators from Egypt, Qatar, Turkiye and the United States had finalised a roadmap for the next phase of the ceasefire.
Ghazi Hamad, a member of Hamas's negotiating delegation, told Al Jazeera that implementation depends on Israel meeting its own obligations: "Hamas will not implement any step of the Gaza peace deal if the Israeli occupation forces do not fulfil their obligations under the agreement." He added that Israel will not interfere in the disarmament process and that a Palestinian national committee will carry it out. Israel had not commented on the agreement at the time of publication.
Under the plan, a schedule for an inventory of Hamas's weapons must be prepared within 14 days, with extensions permitted only if agreed by an international verification commission and all parties. The inventory initially targets heavy weaponry, military production sites, weapons depots and the tunnel network, and no weapons are to be transferred to Israel or any non-Palestinian party. Israeli forces are to withdraw incrementally to designated lines in step with verification progress. Al Jazeera reported that at least 1,100 Palestinians have been killed in Israeli attacks since the ceasefire took effect on 10 October 2025 (18 Mehr 1404). For markets, any durable easing of regional tension can trim part of the war risk premium priced into oil.
