From the early hours of Thursday, July 23, 2026 (1 Mordad 1405), gasoline rationing for private cars in Iran officially became three-tier, with the 60-liter monthly quota loaded onto personal fuel cards in three layers.
The first layer is subsidized gasoline at 1,500 toman per liter, which can be saved for up to three months; the second is semi-subsidized gasoline at 3,000 toman, which is not carried over if unused by month-end; and the third is a new emergency ration at 5,000 toman that replaces the free pump cards and cannot be carried to the next month.
With the change, the public fuel cards at stations were eliminated and the 5,000-toman emergency ration was transferred onto drivers' personal cards. The previous subsidized rate of 1,500 toman was left unchanged.
