Iran's parliament reviews 11 article Hormuz Strait security bill with fines of up to 20 percent of cargo value for violating vessels

Alireza Salimi, a member of Iran's parliament representing Tehran, said on Thursday, August 6, 2026 (15 Mordad 1405), that a bill titled the Strategic Action Plan for Securing and Sustainably Developing the Strait of Hormuz and the Persian Gulf has been drafted in 11 articles and is under review by parliament's National Security and Foreign Policy Committee. He said the text remains a preliminary draft that the committee has not yet finally approved. Under the plan, vessels owned or flagged by the United States, Israel or hostile states would be barred from transit, and any cargo linked to Israel would be fully banned from passage. Salimi said the government, working with the armed forces, would provide services such as navigation guidance and passage inspection and would seek payment preferably in the national currency, with fines of up to 20 percent of cargo value proposed for violating vessels. According to Fars News Agency, carried by Donya-e-Eqtesad and Khabar Online, the bill covers nine articles on the Strait of Hormuz and three articles amending the maritime zones law, and is also being reviewed by parliament's judicial, development and economic subcommittees.
