Parallel enforcement of two editions of Chapter 19 of Iran's building code extended to 20 March 2027

Iran's Minister of Roads and Urban Development, Farzaneh Sadegh, announced in a letter to the Interior Minister that the parallel enforcement of the fourth edition (2020) and the fifth edition (2025) of Chapter 19 of the National Building Regulations has been extended. The announcement was published on Monday, 3 August 2026 (12 Mordad 1405), based on a statement from the Construction Engineering Organisation.
Under the directive, both editions may be applied in parallel from 10 January 2026 (20 Dey 1404) until 20 March 2027 (29 Esfand 1405). The decision followed a review of reports and feedback on the fifth edition and aims to ease implementation, resolve operational difficulties and protect the legal and professional responsibilities of engineers working in design, supervision and construction.
The directive states that the secretariat of the Building Regulations Drafting Council must identify ambiguities in the fifth edition during this period and apply the necessary technical amendments once approved by the council. The minister stressed that the deadline is final and cannot be extended. Chapter 19 governs energy efficiency in buildings, and its requirements feed directly into construction costs.
