Rooftop Solar to Become Mandatory for Buildings of Four Storeys or More

Mostafa Rajabi Mashhadi, Iran's deputy energy minister for power and energy, said on Thursday, September 24, 2026, according to Mehr News Agency, that in coordination with the Construction Engineering Organization, installing solar plants on buildings of four storeys or more will become a mandatory standard in the construction industry. For other buildings there is no legal requirement, he said, but incentive packages are being designed.

The power industry spokesman reported strong public interest in rooftop solar and said dual inverters allow households to use the grid and, in emergencies, supply their own power. The ministry is also drafting legal solutions for shared rooftop space, including combining panels with "roof garden" designs.
If implemented, the requirement changes building costs for developers of multi-storey buildings and widens the market for solar equipment. No implementation date has been announced yet.
