US CFTC Unveils First Proposed Regulatory Framework for Crypto Markets

Mike Selig, chairman of the US Commodity Futures Trading Commission (CFTC), announced on Monday, 5 October 2026, the agency's first proposed package of rules to regulate the crypto market. According to ArzDigital, the proposal includes two frameworks called the Digital Asset Transactions Regulation (CTX) and the Digital Asset Markets Regulation (CAM), which would set requirements for exchanges registered with the CFTC and could allow qualifying platforms to offer leveraged and margin trading to retail users. Selig stressed the proposal does not require all exchanges to register with the CFTC, noting such a mandate would require action by Congress. The rules are not yet final or in effect.
