US Senate Blocks Clarity Act on Crypto Market Regulation

The US Senate failed to advance the Clarity Act, a bill on crypto market structure regulation, in a procedural vote on the night of Monday, September 15, 2026 (Shahrivar 24, 1405), Arzdigital reported. More than 40 senators voted against it, short of the 60 votes needed to proceed. The bill, which had passed the House of Representatives 294 to 134 in July 2025 (Tir 1404), stalled in the Senate over disagreements on ethics provisions, stablecoin yield rules and DeFi oversight. Senator Cynthia Lummis, the bill's lead architect in the Senate, had previously warned that death by a thousand cuts is as fatal as one bullet. With the bill's failure, the path for US crypto regulation now shifts to independent action by agencies such as the SEC and CFTC, which have said they would act using their existing authority if the legislation stalled.
