Central Bank Raises Housing Loan Ceiling for Tehran Couples to 2 Billion Tomans

Iran's central bank High Council approved raising the ceiling on loans funded through pre-emption right certificates (called Tase) for home construction and purchase, housing deposits, and renovation loans, according to Donya-e-Eqtesad, published Wednesday, August 19, 2026 (28 Mordad 1405). The home purchase and construction loan ceiling in Tehran doubled to 2 billion tomans for couples and 1 billion tomans for individual applicants; in provincial capitals and cities with over 200,000 residents the ceiling rose to 1.6 billion and 800 million tomans, and elsewhere to 1.2 billion and 600 million tomans. The renovation loan ceiling rose from 280 million to 400 million tomans, and the Tehran housing deposit loan ceiling rose from 300 million to 400 million tomans.

Housing market analysts cited in the report said that with average prices in Tehran running around 200 million tomans per square meter, the new ceiling covers only about 10 square meters of housing, and without a cut in the roughly 22.5 percent loan interest rate and control of construction material inflation, it will do little to improve real buyers' purchasing power.
