Iran to issue electronic property deeds for government agencies starting late October 2026

Hassan Babaei, head of Iran's State Organization for Registration of Deeds and Properties, told a judicial council meeting in Golestan province that title deeds for government agencies will be issued entirely electronically starting in early Aban 1405 (late October 2026), after which no physical deed will be delivered to state bodies. He said a second phase, covering electronic deeds for individual citizens, is expected to begin in early Bahman 1405 (late January 2027), marking a third generation of property deeds after the earlier booklet-style documents and the single-sheet deeds used since 1395 (2016). Babaei said the registration organization has built web-service links with 62 government bodies and agencies for real-time verification of deed records, and that electronic issuance is expected to significantly cut forgery risk as well as printing, storage and mailing costs.
