Iran's agriculture minister says the infrastructure for the compulsory property registration law is ready

Iran's Minister of Agriculture Gholamreza Nouri said on Saturday, 25 July 2026, at a meeting of the strategic council overseeing the law requiring official registration of immovable property transactions, that the infrastructure needed to implement the law is in place. He said all the groundwork, including the surveying of farmland and the processes for issuing title deeds, has been completed, and that the main remaining requirement is the timely provision of funding to keep implementation going.

Nouri added that, based on the ministry's credit estimate, carrying out this year's programmes under the law requires about 1.5 hemat, equivalent to roughly 1,500 billion tomans, and that efforts to secure and allocate those funds are under way. The meeting was held with the first deputy head of the judiciary in attendance, in cooperation with the national deeds and property registration organisation and the land affairs organisation.

The law moves property transactions from informal private contracts to formal registration, which matters for ownership transparency and for the quality of transaction data in the housing and farmland markets.
