Existing operators may keep working without registering until 1 July 2027, after which registration becomes mandatory. Russian President Vladimir Putin signed the country's first comprehensive legal framework for cryptocurrencies and digital assets on Tuesday 4 August 2026, with most provisions taking effect on 1 September 2026. The law regulates the issuance, circulation, storage and mining of cryptocurrencies and the activities of exchanges and brokers, and only organisations on a state register may run exchanges. The ban on using cryptocurrency to pay for goods and services stays in place.
