Bessent Claims UAE Has Signaled Plans to Cut Financial Ties With Iran

US Treasury Secretary Scott Bessent claimed that the United Arab Emirates has made encouraging statements about cutting financial ties with Iran. According to Tasnim, as relayed by Donya-e-Eqtesad, Bessent also said the US has held good talks with China about Beijing's financial relations with Tehran. As of this report, neither the UAE nor China had officially responded to these claims. The US Treasury had said on Monday, September 14, that it would meet representatives of international financial institutions this week to discuss the economic pressure campaign against Iran.

Iran Announces September Cash Subsidy and Electronic Food Coupon Payment Schedule

According to EcoIran, citing Khabaronline, cash subsidies for income deciles one through three will be deposited on September 16, 2026 (25 Shahrivar 1405) at 400,000 tomans per person, while deciles four through nine will receive 300,000 tomans per person on September 22 (31 Shahrivar); households in the tenth income decile do not qualify for the cash subsidy. September's electronic food coupon (kalabarg) credit, set at 1 million tomans per eligible person, is being charged in three stages based on the last digit of the household head's national ID: digits 0 to 2 on September 6 (15 Shahrivar), digits 3 to 6 on September 16 (25 Shahrivar), and digits 7 to 9 on September 27 (5 Mehr). A plan to raise kalabarg credit for lower income deciles in stages remains under review by the government and parliament, with no final amount or implementation date yet set.

Government and Parliament Agree to Ease Retirement for Rural and Farm Insurance Fund Members

Ali Jafari Azar, deputy chair of the Iranian parliament's Social Affairs Committee, said on Wednesday, September 16, 2026 (25 Shahrivar 1405) that the government and parliament have agreed to ease retirement rules for members of the Social Insurance Fund for Farmers, Villagers and Nomads. According to EcoIran, citing Tasnim, under the agreement reached at a Monday, September 14 (23 Shahrivar) meeting with Program and Budget Organization officials and the fund's managing director, Article 57 of the Permanent Provisions Law is to be amended so members can retire after 10 years of insurance contributions and at age 70, down from the current 15 year requirement. The same meeting also pursued adjusting pension levels for the fund's retirees using the fund's own internal resources.

China's Foreign Minister Calls for Iran and US to Return to Negotiations

China's foreign minister said on Wednesday, September 16, 2026 (25 Shahrivar 1405) that continued conflict between Iran and the United States serves neither side's interests, calling on both to work toward rebuilding a negotiating framework based on a lasting agreement.
