Iran's Central Bank significantly raised the ceilings on home purchase, construction, jealeh (repair) and deposit (rental) loans under a resolution reported Thursday, August 20, 2026 (29 Mordad 1405), by Ecoiran, citing Jamaran. Under the resolution, in Tehran the ceiling for home purchase and construction loans rose to 1 billion tomans for an individual applicant and 2 billion tomans for a couple. In provincial capitals and cities with a population above 200,000, the ceiling rose to 800 million tomans for individuals and 1.6 billion tomans for couples; in other areas of the country, it was set at 600 million tomans for individuals and 1.2 billion tomans for couples.\n\nThe ceiling for jealeh (repair) loans funded through priority certificate bonds rose from 280 million to 400 million tomans. The ceiling for housing deposit (rental) loans rose in Tehran from 300 million to 400 million tomans, in provincial capitals and cities above 200,000 population from 225 million to 300 million tomans, and in other areas from 150 million to 200 million tomans. Per Ecoiran, the increase comes as years of rising home prices and rents have eroded household purchasing power.

Housing market analysts cited in the report said that with average prices in Tehran running around 200 million tomans per square meter, the new ceiling covers only about 10 square meters of housing, and without a cut in the roughly 22.5 percent loan interest rate and control of construction material inflation, it will do little to improve real buyers' purchasing power.

Pension Fund Chief: About 40% of Iranian Retirees Are Renters

The head of Iran's Civil Servants Pension Fund said on Wednesday, August 19, 2026 (28 Mordad 1405), citing unofficial figures, that roughly 40 percent of the fund's retirees rent their homes and own no property. According to Donya-e-Eqtesad, he said the fund is studying a plan to build and offer affordable housing with priority given to retirees, aiming to ease some of the rent burden on this group. Further details on timing and financing have not yet been announced.

Central Bank Raises Housing Deposit and Repair Loan Ceilings Funded by Priority Bonds

According to Iran's Central Bank, carried by Donya-e-Eqtesad on Tuesday, 18 August 2026 (27 Mordad 1405) at 19:09 Tehran time, the Central Bank's High Council approved raising the ceilings on loans funded by priority certificate bonds for building and buying housing units, rental deposits, and repair (jaaleh) loans. Under the resolution, the ceiling for housing repair loans rises from 280 million to 400 million tomans. The ceiling for housing deposit loans also rises: in Tehran from 300 million to 400 million tomans, in provincial capitals and cities with a population above 200,000 from 225 million to 300 million tomans, and in other areas from 150 million to 200 million tomans. The Central Bank said the resolution aims to support housing loan applicants, strengthen supply and demand in the housing sector, boost purchasing power, and support tenants.

Tehran Municipality Offers 5,000 More "Khaneh Rooz" Micro Housing Units, Caps Purchases at 100 Per National ID

Navid Khasehbaf, CEO of Tehran Municipality's Organization for Investment and Public Participation, said at a press conference on Saturday, August 15, 2026 (24 Mordad 1405), that from 8 a.m. that day, 5,000 more "Khaneh Rooz" micro real estate investment units were offered on the Shahrzad platform; a similar batch of 5,000 units had been offered the previous week, bringing total sales so far to about 8,800 units. According to Khabaronline, citing ISNA, purchases are capped at 100 units per national ID to prevent speculation. Khasehbaf said the project is a nine story, 54 unit building with 6,480 square meters of net residential space in Tehran's District 5, for which a construction permit has been issued and which is now in the excavation and foundation phase, showing about 2 percent physical progress since the previous month. He said Khaneh Rooz is structured as a civil partnership between the builder and investors rather than a pre sale, and that Tehran Municipality guarantees its liquidity.
