Ukraine says it hit two major Russian oil refineries in Perm and Ryazan

Ukraine's Security Service and General Staff said in separate statements on Wednesday 29 July 2026 that overnight strikes started fires at a Lukoil refinery in Russia's Perm region, more than 1,500 kilometres from Ukraine, and at a refinery in Ryazan, about 400 kilometres from the border. According to Ukraine, the two refineries have a combined annual production capacity of around 220 million barrels of oil.
The Associated Press reported that it was not immediately possible to independently verify the claims. Ryazan Governor Pavel Malkov said only that six people were taken to hospital after a drone attack, adding that drone debris caused fires at unidentified "industrial sites". Russian online retailer Wildberries said it had evacuated employees from a facility in Ryazan.
Ukraine's long-range drone and missile strikes have battered Russian oil facilities for months, bringing what the Associated Press described as a fuel crisis. The attacks came hours after Volodymyr Zelenskyy visited Washington on Tuesday for talks with Donald Trump.

Further details on the extent of damage have not yet been released by responsible authorities.

Agriculture Ministry Exempts 24 Products Including Shrimp and Cucumber From Export Ban
According to Boursenews, the Agriculture Ministry's Trade Development Deputy sent the 17th list of tariff codes exempted from Iran's agricultural export ban to the Trade Development Organization, based on a letter dated 9 Shahrivar 1405 (August 31, 2026). Under the letter, 24 tariff codes covering chapters one through 24 of the export and import regulations book, including various fish and fish fillets, tilapia, shrimp, chicory, cucumber, asparagus, eggplant, various melons, palm fruit pits, rock candy, yufka bread, pizza and cold sauces, were removed from the export ban list. Following the letter, the Trade Development Organization's export and import regulations office notified Iran's Customs Administration of the list so that exports of these items would be permitted until further notice. This is the 17th such list issued as part of ongoing correspondence on exceptions to the agricultural export ban.

Oil Climbs in Global Markets, on Track for Biggest Weekly Gain Since Mid July

Shipping trackers Kepler, Vortexa and TankerTrackers estimate that oil flows through the Strait of Hormuz remain about 6 to 8 million barrels a day below pre war levels, a figure that contradicts a claim by US President Donald Trump that traffic has returned close to normal, near 18 million barrels a day; traders have dismissed that claim.
